CPPCC functions as an advisory body and makes important political decisions in China. The members are from political parties, organizations, or independent. Members are elected once every five years. In 2013, nearly 40% of the delegates were members of the Chinese Communist Party CPC and 11.5% belonged to ethnic minorities.
