Based on factors such as safety, openness to accommodate tourists, English proficiency and level of over-tourism, the Nordic cities of Stockholm in Sweden and Helsinki in Finland ranked as the most welcoming destinations, with scores of 8.02 and 8.01 out of ten respectively.
